Anyone who has bought (or inherited) a residential property with EPC label E or F since 1 January 2023.

When?

Within 5 years of the deed. Bought in 2023 → deadline 31/12/2027. 2024 → end of 2028. 2025 → end of 2029.

Consequence?

Administrative fine of €500 to €200,000. The obligation follows the property on resale.

Frequently asked questions

The transfer-based renovation obligation only applies to property transfers from 1/1/2023 onwards. If you have owned longer, renovation is not mandatory but strongly advised: the EPC label obligation for rental housing arrives in 2028, and progressively for all homes by 2050 (label A).

EPC label C means a primary energy consumption between 100 and 200 kWh/m²/year. For a terraced or semi-detached home this is realistic with heat pump + good insulation. For a detached house, additional wall insulation and glazing are often needed.

No, you can work in phases within the 5-year window. It is often economically preferable to combine insulation + heat pump so the pump is correctly sized for your new energy demand. Ecowatt designs a custom master plan.

For a 120m² terraced home: typically €25,000–€45,000 for heat pump + insulation + ventilation. After subsidies this often nets to €18,000–€32,000. Typical annual energy savings: €1,500–€2,500.
