Boiler legislation in 2025-2026 — what you need to know

The regulatory framework for heating boilers has changed drastically in the past 12 months. This affects your choice, your cost and your subsidy. Here is the honest regional overview:

Flanders

  • Oil boilers: installation banned in new-builds since 01/01/2022. Existing oil boilers may stay until they fail; replacement must then be gas, heat pump or hybrid.
  • Gas boilers in new-build: banned since 01/01/2023. Still permitted in existing homes.
  • Gas boiler VAT: 21% since 01/07/2025 (previously 6% for homes older than 10 years). On a €5,000 project that is €750 extra.
  • Hybrid systems: the HP part keeps 6% VAT, the gas-boiler part is at 21%.

Brussels

  • Oil: banned since June 2025 for new installations.
  • From 2025: every new heating installation must reach at least 92% efficiency (practically: always condensing).
  • Prime Renolution supports hybrid installations and heat pumps, no longer the classic gas boilers (except in boiler-room renovations of multi-dwelling buildings).

Wallonia

  • Oil in new-build: banned since March 2025.
  • Oil replacement ban: since January 2026 — no new oil boiler may be installed when one fails.
  • Primes Habitation supports hybrid and heat-pump solutions; classic gas boilers only qualify in specific cases.
Practical conclusion: in 2026, installing a pure-gas boiler is usually both the most expensive and least future-proof option. For most renovations, hybrid (heat pump + peak boiler) is the smartest compromise — you keep existing radiators, substantially reduce gas consumption, and benefit from subsidies no longer available for pure gas.

Boiler replacement — how does an Ecowatt NV work-day unfold?

We wrap up most boiler replacements in a single working day, so you have hot water again that evening. Here is the concrete sequence:

08:00 — Arrival and preparation

Two technicians. We lay down protection, shut off the water, drain the system (30-40 min), and dismantle the old boiler.

10:30 — Installation of the new boiler

Hydraulic connections, gas line (with leak test), flue-gas adaptation, electrical hookup. New insulation sleeves where needed.

13:00 — Filling and bleeding

New expansion-vessel pressure verified, circulation checked, every radiator bled one by one, pressure test at 3 bar for 30 minutes.

14:30 — Commissioning + explanation

First start-up, combustion analysis (CO2, O2, CO), heating-curve calibration, thermostat configuration. 20-30 min walkthrough with the owner: thermostat, DHW schedule, maintenance, fault reporting.

16:00 — Legal inspection and file

Accredited inspector (external, scheduled) seals the installation and issues the inspection certificate. We compile all documents: certificate, invoices, CE-certificates, photos — everything in one PDF file for your subsidy application. You receive a same-day email with the complete file.

Why we work with Buderus, Bosch and Vaillant

We are not a single-brand agent. We are an installer who masters three premium brands and picks the right one for your configuration.

Buderus

German premium brand, part of Bosch Thermotechnik. We are an official System Partner — highest certification level. Specialties: condensing boilers (Logamax, Logano), air/water heat pumps (Logatherm), geothermal pumps (Logatherm WPS). Excellent service support and European spare-parts inventory.

Bosch

Same parent company as Buderus but different positioning. Bosch Condens and Bosch Compress (heat pumps) are slightly cheaper than their Buderus equivalents without real loss of quality. Good choice for budget-conscious clients who still want premium.

Vaillant

German competitor of Bosch/Buderus. ecoTEC plus gas boilers and aroTHERM plus heat pumps are technically very strong. We mainly install Vaillant for clients who already have a Vaillant installation and value continuity.

In Flanders: only to replace an existing one that has failed. Banned in new-builds since 2022. In Brussels: banned since June 2025. In Wallonia: replacement ban since January 2026 — when one fails, no new oil boiler may be installed. In all cases we recommend considering an alternative: hybrid, heat pump or gas boiler.

Buderus GB192i or equivalent, including installation and commissioning: €3,500 – €6,500 depending on capacity (24kW for a family home, 30-35kW for larger homes or combi with DHW tank). VAT since 01/07/2025 is 21% (previously 6% for homes older than 10 years). Included: flue-gas adaptation, hydraulic connections, commissioning and legal inspection.

Standard replacement (gas to gas or oil to oil, same location): 1 working day, you have hot water that evening. Oil-to-gas switch with a new gas connection: 2-3 working days (including Fluvius/Sibelga coordination). Conversion to hybrid heat pump: 2-4 working days. We plan around your schedule — and arrange a temporary backup if needed.

Yes, significantly. A modern condensing boiler reaches 108-110% HHV efficiency (using water-vapour condensation heat), versus 85-92% for a 15+ year-old HR boiler. Annual saving: €150-€350 on the gas bill depending on consumption, plus 20-30% less CO2. Payback vs. waiting: typically 7-10 years, faster if you already have a failed boiler.

Yes. The phase-out applies to NEW installations and replacements. A working oil boiler may stay until it fails. Annual maintenance is legally required — without a valid certificate, your insurer rejects damage claims. We offer maintenance contracts for existing oil installations.

Two options: (1) above-ground tank emptied, cleaned and reused (e.g. as a rainwater tank) or removed as scrap — typically €200-€500; (2) underground tank removed by an accredited remediator — €1,500-€3,500 depending on size and soil, including remediation certificate. We coordinate this for you; you receive the certificate your insurer requires.

Yes. Basic contract: annual inspection + cleaning + legal certificate. Premium OGP contract (Buderus): additionally priority breakdown response (within 24-48h), coverage of certain parts and labour included. Prices: €180-€320 per year depending on boiler and contract type. Outside office hours: our on-call rota handles urgent interventions, weekends included.

Yes for gas and oil boilers — a legal obligation in all three Belgian regions. Insurers reject damage claims without a valid certificate. For heat pumps it is not legally required but strongly recommended to keep your warranty. Our technicians are certified for all boiler types (G-I, Cedicol, CERGA).
